बेटी को बोझ ना समझें और ना ही उसके जन्म पर निराश हों, क्योंकि बिना बेटी के परिवार नाम की संस्था का अस्तित्व ही खतरे में पड़ जाएगा। इसी संदेश के साथ देश के प्रधानमंत्री नरेन्द्र मोदी ने बेटी बचाओ बेटी पढ़ाओ अभियान के तहत सुकन्या समृद्धि योजना को लांच किया। यह योजना बेटियों की पढ़ाई और उनकी शादी पर आने वाले खर्च को आसानी से पूरा करने के उद्देश्य से लांच की गई है। इस अनोखी योजना में खाता खुलवाना और इसके फायदे लेना बड़ा ही आसान है। … आईए जानते हैं कैसे खुलवाएं इस योजना के अंतर्गत अपनी बेटी का खाता
“सुकन्या समृद्धि खाता” किसी भी डाकघर अथवा अधिकृत बैंक शाखा में खुलवाया जा सकता है। बेटी के जन्म के समय या फिर 10 साल की उम्र तक यह खाता खुलवाया जा सकता है। खाता खुलवाने के समय कम से कम 1000 रूपए और एक वित्त वर्ष में अधिकतम 1.5 लाख रूपए जमा करवाने होते हैं। अगर आपकी बेटी ने योजना शुरू होने के एक साल पहले भी 10 वर्ष की आयु प्राप्त कर ली हो, तो ऎसी बेटियों के खाते भी खुलवाए जा सकते हैं। हालांकि एक बेटी के नाम से एक ही खाता खोला जा सकता है।
परिवार में अगर दो बालिकाएं हैं, तो दोनों के लिए यह खाता खोला जा सकता है। एक परिवार में दोे से अधिक बालिकाओं का खाता इस योजना में नहीं जुड़वाया जा सकता है। हालांकि जुड़वां बच्चे होने की स्थिति में संबंधित प्रमाण-पत्र प्रस्तुत कर तीसरा खाता भी खुलवाया जा सकता है। बेटी के 10 वर्ष की आयु पूर्ण करने से पहले खाते का संचालन अभिभावक ही करेंगे, लेकिन इसके पश्चात स्वयं खाताधारक बालिका भी खाते का संचालन अपने हाथ में ले सकेगी। इस खाते को देशभर में कहीं भी स्थानांतरित करवाया जा सकता है
आपको इस खाते में न्यूनतम राशि खाता खोलने की तिथि से 14 वर्ष तक जमा करानी होगी। अगर खाते में न्यूनतम राशि जमा नहीं करवाई गई, तो न्यूनतम राशि सहित 50 रूपए पैनल्टी स्वरूप वसूल किए जाएंगे। खाता 21 वर्ष पूरे होने के बाद ही परिपक्व होगा।
बेटी की उम्र 18 वर्ष होने पर आप जमा राशि का 50 प्रतिशत बेटी की शिक्षा अथवा शादी के लिए निकलवा सकते हैं। ऎसा इसलिए किया गया है कि अभिभावक बेटी की शादी 18 साल से पहले ना करें। खाते में जमा सम्पूर्ण राशि और ब्याज की रकम को खाते के 21 साल होने पर निकाली जा सकती है। हालांकि बेटी का विवाह 21 साल की अवधि पूरी होने से पहले हो जाता है, तो विवाह की तारीख के पश्चात खाते के संचालन की अनुमति नहीं दी जाएगी। वहीं दूसरी ओर 21 साल से पहले बेटी की मृत्युकी दशा में, खाता बंद हो जाएगी और जमा राशि और ब्याज निकलवाया जा सकता है।
सुकन्या समृद्धि योजना इसलिए महत्वपूर्ण है कि इसमें सरकार ने बेहतरीन ब्याज दर की घोषणा की है।

• फायदा नंबर 1 – इस योजना में 9.1 प्रतिशत की ब्याज दर दी जाएगी।
• फायदा नंबर 2 – योजना की राशि पर आयकर नहीं काटा जाएगा।
• फायदा नंबर 3 – बेटी के पढ़ाई के खर्च की हो जाएगी व्यवस्था।
• फायदा नंबर 4 – विवाह योग्य होने पर विवाह खर्च की भी नहीं रहेगी चिंता।
• फायदा नंबर 5 – सबसे कम लेट फीस।

प्रधानमंत्री ने 22 जनवरी 2015 को हरियाणा के पानीपत में ‘बेटी बचाओ बेटी पढ़ाओ  योजना का शुभारंभ करते हुए सुकन्या समृद्धि खाता की घोषणा की थी। लेकिन लोग जब बैंक की शाखाओं में जाते हैं तो उन्हें जवाब मिलता है कि अभी इसके लिए कोई सर्कुलर नहीं आया, इसलिए खाता नहीं खुलेगा।
देखा जाए तो इस योजना के लिए काम तो बीते साल ही शुरू हो गया था। तभी तो वित्त मंत्रालय ने 2 दिसंबर 2014 को ही सुकन्या समृद्धि खाता नियम 2014 अधिसूचित कर दिया था। अच्छी बात यह है कि इसमें कन्या के 21 वर्ष पूरा होने से पहले पैसा नहीं निकाल सकते हैं। हां, पढ़ाई के लिए जरूरत है तो 18 वर्ष के बाद कुछ राशि निकाली जा सकती है। इसमें जमा की गई रकम पर आयकर कानून की धारा 80 सी के तहत छूट भी मिलेगी।
